Storm Water Pollution Prevention Plan (SWPPP) Compliance Inspections
The California Regional Water Quality Control Board and Caltrans require a SWPPP (Storm Water Pollution Prevention Plan) to be submitted by the contractor for every construction project that results in a cumulative one acre (0.4 hectare) or more of disturbed soil area. A SWPPP provides a plan to monitor and limit the quantity of water-borne pollutants and soil sediment allowed to enter natural water bodies during a rain event.
With stagnant projects and recent weather activity, many projects are faced with a lack of active project management to ensure that SWPPP measures are in place. Fines for deficiencies and non-compliance can exceed $25,000 per incident, per day, potentially costing project owners hundreds of thousands of dollars.
Developers Research was recently retained by Southern California Edison to perform weekly SWPPP inspections. Our team is PM10 certified (under Rule 403 and 403.1 of the Southern California Air Quality Management District (SCAQMD) to inspect sites for compliance and non-compliance. Once the inspection is complete, we then provide clients with the information and recommendations necessary to bring the site back in conformance with SWPPP requirements. Furthermore, Developers Research can quickly make SWPPP compliance determinations, whereas many municipalities are designating their own inspectors who are not adequately able to assess SWPPP conformance due to lack of time and/or staff.
